Dover library to get new parking spaces, walkway

Foster's Daily Democrat - 8/7/2018

Aug. 07--DOVER -- Don't be surprised if you see work crews tearing a section of Dover Public Library's front lawn in the coming days.

Members of Community Services will be pulling back the section of lawn closest to the library's driveway entrance and creating 11 new parking spaces, and a new walkway that is compliant with the American with Disabilities Act, Dover City Manager Michael Joyal announced recently. The current walkway from Locust Street to the library's front door will be removed and replaced by grass.

One tree on the front lawn was cut last week to make room for the construction. The perennial garden in the front will be relocated, said Library Director Cathy Beaudoin.

The 11 new parking spaces are slated to be short-term parking with a maximum limit of 30 minutes. Beaudoin said the new parking, which would somewhat mirror the parking on the McConnell side of the driveway, would not be restricted to only library use.

Said Joyal in an email, "The spaces will address an increasing need identified by the library staff and recommended by the Library Board of Trustees." He noted increased activity at the McConnell's Senior Center activity and more frequent public events being scheduled simultaneously during the day in both the library and McConnell Center, additional parking is needed for short-term use by library patrons.

Joyal said the current walkway is not in the most efficient place nor is it fully accessible due to slope and width deficiencies.

When construction work is underway, pedestrian traffic around the library will be redirected as needed to ensure both safety and access to the library entrances, Joyal said.

"Although the area in the front of the Library will be impacted during construction over the next few weeks, the existing plantings will be preserved to the extent possible, and the availability of useable green space with tree/landscaping will be reestablished," Joyal wrote. "As a result, even with the added parking spaces, the useable contiguous lawn area in front of the Library will be increased due to the removal of the existing pavement that currently bisects the area."
