Warwick man who filmed himself raping child sentenced to 40 years in prison

PROVIDENCE -- A federal judge sentenced a former Warwick man who repeatedly recorded himself raping an unconscious child and who possessed one of the largest collections of child pornography ever seized by law enforcement in Rhode Island to 40 years in prison.

Jordan Monroe, 54, has been in federal custody since his arrest on May 12, 2016. He pleaded guilty on May 28 to two counts of production of child pornography and two counts of possession of child pornography.

According to the office of U.S. Attorney Aaron L. Weisman, authorities performing a court-authorized search of Monroe's home on Jambray Avenue in Warwick found more than 38,840 images and 960 videos containing child pornography. The material included videos of Monroe raping a child at least 19 times over a period of at least three years.

Monroe was also found to be in possession of a manifesto for pedophiles titled, "How to Practice Child Love," according to the U.S. Attorney's office.

On Thursday, U.S. District Court Chief Judge William E. Smith sentenced Monroe to 480 months in federal prison to be followed by lifetime federal supervised release.

"The abhorrent conduct of this man and others like him who abuse and exploit children more than justifies the 40 years in federal prison the court sentenced this defendant to serve," Weisman said, in a statement.
