Sex offender, two others arrested in Massillon meth bust

MASSILLON Police arrested four people, seizing an undisclosed amount of meth about 5 p.m. Monday at a home in the 100 block of Eighth Street NE.

Police were called to the home of Neil J. Finnicum, 43, to investigate a report of "suspicious activity," Stark County Jail records show.

They arrested Finnicum, a woman and man they caught snorting meth off the bathroom sink.

Finnicum was booked into the jail on charges of aggravated drug possession and drug paraphernalia possession, as were Joseph W. Burkholder, 37, and Danielle N. Cogan, 30, both identified as homeless.

Cogan was additionally charged with illegal conveyance of drugs of abuse onto the grounds of a government facility, possession of a fentanyl-related compound, drug possession, evidence tampering, aggravated drug possession, falsification, possession of drug abuse instruments and obstructing official business.

According to the jail records, police found Burkholder using a business card and a hollow pen tube to snort meth off of the bathroom sink.

All three remained behind bars Tuesday. Cogan was held without bond, Burkholder was held in lieu of $50,000 bond and Finnicum was held in lieu of $25,250 bond.

Finnicum is a registered sex offender who was convicted and sentenced to prison in 2017 of two counts of gross sexual imposition in Tuscarawas County, court records show.

Stark County court records show North Canton police arrested him on June 23 at the Tuscarawas County Jail on charges of receiving stolen property and forgery. He was accused of stealing a woman's check, forging her signature and using it to pay his rent.

A trial has not yet taken place.

Police have been looking for Cogan since June.

Stark court records show she was convicted of drug charges and sentenced into the Chance program, but failed to show up for it.
