Miami area assisted living facility resident missing, cops say. Is the ALF licensed?

When Miami-Dade police asked for help finding 29-year-old Kenneth Wiggins on Tuesday, the agency gave a North Miami-Dade address and said it was an assisted living facility. A Google search of the address indicates a United Cerebral Palsy office is located there.

The state of Florida shows no license for an assisted living facility at that address, 534 NE 160th St. And the address doesn’t appear on United Cerebral Palsy’s national nor local websites.

Wiggins, Miami-Dade police say, is a 5-foot-10, 130-pound 29-year-old with missing front teeth and tattoos of a tiger and the name “Cathy.” He was last seen around 5 p.m.Aug. 16 at 534 NE 160th St.

A search using the Florida Agency for Health Care Administration’s website says the only licensed ALF within 1,000 feet of that address is at 605 NE 160th St., across heavily traveled Northeast Sixth Avenue.

A Miami Herald reporter went to 534 NE 160th St. Tuesday night and knocked on the door. Though people could be heard inside, no one answered. Phone calls to the listed number meet only busy signals.

Miami-Dade property records say the three-bedroom, two-bathroom house is in an area zoned as residential, owned by Seven Stars Products and Investments and the owner doesn’t claim a homestead exemption. Online state records say the registered agent for Seven Stars, which registered with the state in March 7, 2017, is Jean Roseline. The only officer listed is manager Jacqueline Estime.

Phone messages for Estime haven’t been returned.
