Man accused of repeatedly raping teens in West Palm

WEST PALM BEACH -- A man is accused of sexually assaulting two teenagers in West Palm Beach on several occasions.

Last week city police arrested 28-year-old Horacio Vail on four counts of sexual assault on a minor after two teenagers, ages 15 and 16, reported his sexual abuse.

His relationship to the teens is redacted from police records.

The teen siblings mentioned separate incidents in July when Vail reportedly sexually assaulted them at a home in the north end of West Palm, according to police reports.

They reported the abuse to police Friday, about two days after the most recent instance of sexual assault in which Vail reportedly returned home intoxicated and raped the older teen.

The age of consent in Florida is 18 years old, according to Florida Statutes. People between the ages of 16 and 17 can give consent to a partner up to the age of 23. No one under the age of 16 legally can consent to sexual activity, meaning any sexual activity involving penetration is considered rape.

Authorities noted that Vail has a valid passport from his native Guatemala. It was not immediately clear how long he has been living in West Palm Beach.

A judge ordered Vail remain jailed without the possibility of posting bond as his case moves through the court system.
