Police: Kingston man arrested on domestic violence offenses

Jul. 7--KINGSTON -- A man was arrested after a woman alleged he punched and strangled her when she attempted to leave his apartment, according to court records.

Police said they arrested Michael Dushun Heard, 24, after investigating a domestic violence incident at his Northampton Street apartment just after 10 p.m. Monday.

A woman told police she was living with Heard and attempted to leave with a dog. As she was leaving, she claimed Heard punched and strangled her, refusing to let her go, according to the criminal complaint.

When officers arrested Heard, he yelled multiple times, "Suck my (expletive)," the complaint says.

According to the complaint:

Police responded to an apartment building on Northampton Street at 8:48 p.m. when 911 received a call from a woman claiming she was punched in the face by her boyfriend.

Officers arrived and heard people inside the apartment. When no one answered the door, officers left.

Officers returned to the apartment at 11:16 p.m. when 911 received a second call from the apartment by a woman who was overheard being choked.

Police said the woman had redness to her neck, face and a bloody lip. She alleged Heard attacked her when she attempted to leave the apartment with a dog, the complaint says.

Heard allegedly attempted to follow the woman outside the apartment.

When an officer instructed Heard to place his hands behind his back, he replied, "Suck my (expletive)," the complaint says.

Police in the complaint said Heard repeated the statement multiple times.

Heard allegedly told police he was going to video record them and complained he could not breath after being placed in a cruiser.

Heard was arraigned by District Judge Alexandra Kokura Kravitz in Luzerne County Central Court on charges of unlawful restraint, strangulation, simple assault, resisting arrest and harassment. He was jailed at the Luzerne County Correctional Facility for lack of $25,000 bail.
