Police: West Manchester Twp. man repeatedly molested girl over nine years

Nov. 10--A West Manchester Township man is accused of repeatedly sexually molesting and assaulting a child for about nine years until she turned 18 years old, police allege.

Julio Cesar Alicea, 48, is charged with the rape of a child, involuntary deviate sexual intercourse with a child, involuntary deviate sexual intercourse with a person less than 16 years old, aggravated indecent assault of a child, corruption of minors, aggravated indecent assault of a person less than 16 years old and indecent assault of a person less than 13 years old, all felonies.

West Manchester Township Police first received a call on Sept. 15 from a relative of the victim, who warned authorities of the assaults. Two days later, police received a call from the victim, who said she wished to pursue this investigation into Alicea, according to police.

The victim confirmed this was an ongoing issue that began when she was 9 and went on she was 18 years old, police said.

Later, during an interview on Sept. 25, the victim told police that she was "repeatedly" sexually molested and assaulted as a child by Alicea, according to police.

The victim said Alicea was "very careful" not to leave behind physical indicators that he had done something to her, police said.

In addition, the victim recalled one particular incident in which Alicea knocked out a member of her family. This caused the victim to stay silent in fear that the family member or herself would be killed if she spoke up, according to police.

The victim told police she was finally prompted to report the alleged assaults after receiving a voicemail from Alicea that she thought was "frightening and disturbing," police said.

Alicea is also charged with indecent assault of a person less than 16 years old, a misdemeanor.

Alicea was arrested Friday and posted $75,000 unsecured bail, which means he didn't have to post any money to remain free, but he could forfeit that amount if he misses court proceedings.

His preliminary hearing is scheduled for 2 p.m.Dec. 14 with District Judge Keith Albright.
